A former official of the Communist Party of the Soviet Union (CPSU), Dr. Evgueni Novikov defected to the United States in 1988 and has utilized his extensive background and experience, to share insights in “Rethinking the Reset Button” that enable a more comprehensive understanding of Russia’s political culture and their not so well known International Department (ID) of CPSU’s central committee.
